Dr. Serge P. Francois, as the principal owner, is a prominent African American doctor in the Dallas market with significant experience in the construction industry as a previous owner and as a practicing doctor of chiropractic services to the construction industry.

Gary L. Conaway, P.E., is a licensed Professional Engineer in the State of Texas and a Class A licensed General Engineering Contractor in the State of Arizona. He has over 22 years experience in construction services, project design, and project management.

Serco is exceedingly competent in the field of Architectural Concrete. In the Dallas-Houston markets, we have assisted several large General Contractors and University Systems with thier architectural concrete requirements. Serco has been proud to be a part of the University of Texas at Dallas Enhancement project, along with projects at Children's Medical Center, Main Street & Joule Hotel, Victory Block D, 1900 McKinney, Glasshouse Amenity Deck, Preston Road Enhanced Retaining Wall, Herrmann Park, and Museum Place. Serco years of experience in the architectural concrete field has made us an asset to any General Contractor, Municipality, or Education System in the area. As a Qualified DBE/MBE, State of Texas HUB contractor Serco can assist with the quality of any project while helping to meet the DBE/MBE HUB goals for any project.
