Dr. Serge P. Francois CEO/President
Dr. Francois has over twenty-four years experience as a practicing doctor of chiropractic medicine specializing in industrial injury. A dynamic administrator, business leader and entrepreneur, he has amassed a strong record of achievement combining skills in diverse areas of organizational development including the construction industry. Dr. Francois is highly motivated and intuitive, effective at human relations, and able to manage both time and resources to maximize productivity. He is also fluent in English, Spanish, French, Italian, Portuguese, and Creole.
Gary L. Conaway, P.E. Sr. Vice President
Mr. Conaway has over twenty-three years experience in heavy civil construction, operational and project startup and management, contract management, and civil engineering. He was instrumental in the startup of four separate operations during the past 20 years all leading to successful growing business concerns. He has personally staffed and managed operational divisions in both construction and design/assessment services. He has actively bid and managed over 200 civil, environmental, and industrial projects ranging from multi-million golf course, landfill, and water management construction projects to small site assessments. Mr. Conaway is formally trained and highly experienced in all aspects of project and contract management including project scheduling, estimating, field implementation, cost and contract control, subcontractor management, and performance tracking. Mr. Conaway possesses a diversified and comprehensive academic and professional background in civil, construction, and environmental. He is a highly qualified State of Texas licensed professional engineer.
Philip Hays Operations Manager
Mr. Hays has over 28 years of experience in heavy, civil, commercial & environmental construction. His experience from an owners position and as a management employee includes business development, estimating, contract administration, cost, budgeting, scheduling, safety, regulatory compliance and quality control as well as operations management. He has substantial experience with USACE, DOI, TXDOT & various municipalities. Mr. Hays founded and managed his own company for over 10 years which performed multi-million dollar heavy civil projects for primarily government clients including USACE in TX, OK, KS, AR and TN.
Tracy Lowry Superintendent - Dallas
Mr. Lowrys construction experience includes multifamily high rise projects, wood frame multifamily projects, high-rise construction and concrete landscape projects. He is experienced in buyout, estimating, material coordination, subcontract agreements and all document control as Project Manager. Mr. Lowrys Superintendent experience includes safety coordination, erection of precast panels, tapered insulation roofing system, pool deck construction, structural/architectural concrete, scheduling subcontractors and managing crews. Mr. Lowrys experience also includes working on several high profile high rise construction projects in the Dallas-Ft. Worth area where he utilized his skills in pier drilling, structural excavation, vertical concrete wall construction and structural/architectural concrete, plan reading, time management and documentation. He is excellent at applying problem solving techniques and working in a fast paced environment.
Hector Puente Superintendent - Houston
Mr. Puente has over thirteen years experience in heavy civil construction and site management. He is responsible as Lead Superintendent for civil construction projects particularly in clearing and grubbing, excavation and compaction, site grading, erosion and sediment control, detention basin construction, synthetic liner installation, underground pipe installation, concrete slabs and structures, and rip rap. Mr. Puente is responsible for effective management of all field resources, project profitability and client satisfaction in the Houston Area.
Julia Jacobs Project Admin/Estimating
Ms. Jacobs has over 20 years experience in Business Administration in the Construction, Real Estate and Environmental Engineering fields. Her experience includes executive administrative and organizational skills in an office environment utilizing a wide variety of software programs. Ms. Jacobs also has residential and commercial construction experience including management and hands-on experience in the field in residential construction management and estimating experience in both residential and commercial construction.
Ronda Stutzman Sr. Accountant
Ms. Stutzman has over 15 years of experience in Business Accounting with 7 years concentrated in the Construction Industry. Ms. Stutzman recieved her education from the University of Nevada, Las Vegas. She is skilled in Project Cost Control, Contract Management, Insurance Requirements, Financial Reports, and Human Resources.
