SERCO Construction Group,
LTD is a privately held DBE/MBE and HUB
certified firm established in 2003 with the mission to deliver
high quality construction management and construction delivery
services to the heavy civil commercial construction industry
primarily in the Texas marketplace. Serco is owned by Dr. Serge P.
Francois, and Gary L. Conaway, P.E. Together, they have over
fifty years combined experience in project management, design
engineering, construction management, industrial medicine,
construction estimating and scheduling, project safety, and real
"hands-on" implementation experience in the field as both a prime
and as a subcontractor.
Dr. Francois, as the principal
owner, is a prominent African American doctor in the Dallas market
with significant experience in the construction industry as a
previous owner and as a practicing doctor of chiropractic services

Gary L. Conaway, P.E., is a
licensed Professional Engineer in the State of Texas and a Class A
licensed General Engineering Contractor in the State of
Arizona. He has over 22 years experience
in construction services, project design, and project
